The Process
The boundary review is organized into six connected phases. Technical work completed in the first three phases now supports community engagement, legal review, final evaluation, and recommendations.

Phase 1: Scoping, CRA/FON Review and Boundary Intent

Phase 2: Fieldwork, Data Collection and GIS Scenarios
CompleteField observations, photographs, mapping, and the data foundation for the boundary review were completed.

- Document current conditionsRecord 30 survey locations and incorporate 55 geotagged field photographs.
- Build the GIS data foundationOrganize district and property information for evaluation.

Phase 3: Blight Analysis and Preliminary FON Update
CompleteExisting conditions and development trends were analyzed to support the preliminary Finding of Necessity update.

Phase 4: Stakeholder Engagement and Community Input
